Response to Intervention (RtI) is a school-based intervention process designed to help students gain missing skills and perform on grade level. The interventions are scientifically research-based interventions that have been shown to help students improve. One or more interventions may be necessary to help students catch up to peers. Response to Intervention is made up of three levels of support, called tiers. If a student does not exhibit a response to the intervention (or improvement) then the child will move up to the next tier and receive more intensive services. If the student has received interventions in all three tiers and still does not show a rate of progress similar to peers, then the child may be referred to a specialized program, such as 504 or special education. The school district must rule out lack of appropriate instruction as the cause for the student’s difficulties. The school can rule out lack of appropriate instruction through an intensive response to intervention program that systematically addresses the area(s) of concern. If a child advances through the three tiers of interventions and does not progress at an adequate pace or appear to be catching up with peers, then the information gained from the RtI process will be used as part of the evaluation data needed to determine eligibility for special education or 504 services. A parent has a right at any point during the process to request an evaluation for special education.
